SilverStone builds on more than 20 years of phased development and community amenity contributions and focuses on establishing a coordinated planning framework to guide future growth.

what's happening

On behalf of Greypointe Properties, Aplin & Martin Consultants Ltd. has prepared an application, initiated in 2024, to amend the District of Sechelt Official Community Plan (adopted in 2011) for the SilverStone lands in West Sechelt, in response to the direction from District staff.

The OCP amendment application proposes updates to land use designations across the remaining approximately 143 acres of area within District Lots 1384 and 4295A to support coordinated, long-term growth and to establish the planning framework. The OCP amendment will also serve as the planning foundation to enable the advancement of a Master Development Agreement (MDA), as required by an existing restrictive covenant on title.

The OCP Amendment received Second Reading in 2025, and a delegation was presented to District of Sechelt Council on December 17, 2025, for Council information.

Why Is an OCP Amendment Required?

SilverStone has been completing phased development for over two decades. In consideration of new Provincial legislation, updated District of Sechelt zoning bylaws and Community Land Development Analysis, the developer, Greypointe Properties, in consultation with District staff, presents this OCP Amendment proposal.

The OCP Amendment is intended to:

  • Respond to provincial legislation, including Bill 44 and Bill 46.

  • Reflect and support the District’s Community Land Development Analysis (CLDA) and the current OCP update.

  • Support the housing goals identified in the District’s Housing Needs Study.

  • Integrate the framework and updates of the District’s Transportation Network Master Plan.

  • Establish a clear land use framework to guide future rezoning and development in a coordinated manner.

Project History

SilverStone has been developed through a series of carefully planned phases since the early 2000s, delivering both residential growth and significant community amenities that support the broader West Sechelt area.

Phase 1 (2006) included the development of a 30-lot waterfront subdivision, the creation of SilverStone Beach Park (1.31 acres) with enhanced public beach access, bioswale infrastructure upgrades, and the realignment of the Norwest Bay Road and Sunshine Coast Highway intersection.

Phase 2 (2012) introduced 30 single-family residential lots and the dedication of Quarry Park (4.68 acres). This phase also included the establishment of a proposed 15-metre green buffer along the eastern property line, trail network improvements, and voluntary upgrades to Derby Road and Cowrie Street, including new sidewalks, bicycle lanes, and an SCRD bus pullout.

Phase 3 (2016) consisted of a 56-lot residential subdivision, further upgrades to Derby Road, the addition of a multi-use pathway (MUP), an extension of the 15-metre green buffer, and major SCRD watermain upgrades increasing capacity from 300 mm to 400 mm.

Phase 4 (2020) provided land to allow the development of a 128-bed Senior Care Facility in partnership with Trellis, providing an important community amenity that supports aging in place in Sechelt.

The OCP Amendment

The proposed OCP Amendment provides an updated planning framework for the SilverStone lands and:

  • Provides updated land use designations

  • Defines a connected transportation network

  • Identifies future parks, trails, and multi-use pathways

  • Introduces potential housing typologies

  • Supports a coordinated planning approach rather than piecemeal development

The amendment supports sustainable growth while ensuring infrastructure and amenities are delivered efficiently and in coordination with development.

Transportation Network

The District of Sechelt is updating its Transportation Network Master Plan to respond to population growth and evolving community needs.

  • SilverStone’s Land Use Plan received Second Reading in March 2025

  • Following this, the District requested revisions to align the internal road network with the updated Transportation Network Master Plan

  • Minor road layout adjustments were completed, and the application returned to Council for Second Reading in October 2025

  • The proposed SilverStone transportation network is now fully aligned with the District’s 2025 Transportation Network Master Plan

Technical Studies

A comprehensive range of technical studies has been completed in support of the OCP Amendment, including:

  • Environmental Studies: Active Earth Engineering Consulting completed an environmental assessment to evaluate potential ecological impacts of development.

  • Slope Analysis: CREUS Engineering Ltd. conducted a steep slope analysis, identifying areas with rock outcrops and varying slope conditions.

  • Archaeological Studies: WSP Canada Inc. carried out a preliminary field reconnaissance (PFR).

  • Stormwater Management Plan & Drainage: Aplin & Martin Consultants Ltd. prepared a comprehensive Stormwater Management Plan, designing a phased drainage system that meets District of Sechelt Bylaw No.430 requirements.

  • Geotechnical and Hydrogeological Studies: MDM Groundwater Consulting Ltd. completed preliminary geotechnical and hydrogeological reviews to support the safe development of the site.

  • Adoption of the amended OCP
