Welcome to the project website for City of Surrey Development Application #19-0285. First Capital Realty, the owner of Semiahmoo Shopping Centre, is proposing a mixed-use development on the northern portion of the Semiahmoo Shopping Centre site. The Semiahmoo Shopping Centre will continue to be operational and will not be redeveloped as part of the current application.

Subject Site

The Subject Site (19.5 Acres/ 7.9 Hectares) is located within the Semiahmoo Town Centre Plan area, which is intended to serve as the primary commercial, institutional, and civic heart of South Surrey. 

The ‘Phase 1’ site (3 Acres/ 1.2 Hectares), subject of the current proposal, occupies the northern portion of the Semiahmoo Shopping Centre Site along Martin Drive and 18 Avenue.

Project Summary

The Semiahmoo Town Centre is centrally located within the Semiahmoo Peninsula, with the Shopping Centre site defined by 18th Avenue to the North, 152nd Street to the East, 16th Avenue to the South, and Martin Drive to the West. Our team has worked diligently with the City of Surrey for the past several years to refine the vision for the mall redevelopment within the context of the City’s objectives and surrounding community needs.

The first phase of development sets in motion the evolution of the future road network and public realm of the Town Centre including the extension and dedication of Southmere Crescent as well as partial dedications of the future 17A extension and 0.75 acre urban park. Public plazas are created at key corners of the site, expanding the pedestrian network, and creating porosity and connectivity with the neighbourhood.

DEVELOPMENT APPLICATION DETAILS

A Rezoning, Subdivision, and Development Permit application has been submitted by the Semiahmoo Shopping Centre owner, First Capital, to the City of Surrey, for a mixed-use development on the northern portion of the Semiahmoo Shopping Centre site.

Specifically, the subject application proposes the following:

  • Rezoning – A portion of the subject site from Community Commercial Zone (C-8) and Comprehensive Development Zone (CD) to Comprehensive Development Zone (CD)

  • Subdivision – From 3 existing lots to 3 new lots, plus 1 park lots, plus 1 REM lot

  • Development Permit – To allow for ‘Phase 1’ consisting of 3 mixed-use buildings with retail at grade and residential use above

First Capital is proposing to develop 3 mid to high-rise residential buildings:

  • A 12-storey tower with a 5-storey low-rise residential podium along Martin Drive to the west, 

  • A 20-storey tower with a 5-storey low-rise podium in the middle, and 

  • A 20-storey tower with 5-storey low-rise podium at 18th Ave and 152nd St to the east. 

These three buildings will consist of approximately 554 residential units. All buildings will have potential community amenity spaces and ground floor commercial retail uses. Additionally, a public park will be dedicated to the City.
