Welcome to the virtual Public Information Meeting (PIM) website for City of Surrey Development Application #16-0192-00. Aplin Martin is working with the owner, Morgan Grandview Enterprises Group Co. Ltd., on a proposed 30-lot suburban subdivision at 2982 and 2966 164 St, Surrey. The application is known as ‘April Creek “South”’ after one of the creeks which runs through the site.
What is Happening?
The owner is proposing the development of 30 quarter-acre residential lots on the site. The application also proposes to dedicate 0.79ha / 1.95 ac (or 19.3% of the site) to the City of Surrey for environmental protection along two existing watercourses: April Creek in the centre of the site and the ‘Old Logging Ditch’ to the east.
The site is surrounded by suburban lots of various sizes, with some originally created in the early 1970s and some as recently as 2019.
Site Context
North:
Existing One Acre residential lots. Currently, the land to the north is subject to two active land development applications on either side of April Creek, for 34 residential lots (Surrey Ref. 11-0265-00) and 70 residential lots (Surrey Ref. 15-0336-00) respectively.
East:
Half-Acre Single Family Lots. Additional recent residential development of a similar scale and density to this application exists at McNair Drive, 30A Ave, 31 Ave and 31B Ave.
South:
Quarter-acre residential lots. Home construction is currently underway (Surrey Ref. 17-0399-00).
West:
One Acre residential lots. Older housing stock with recently developed Grandview Heights Linear Park running west-east.

Site Location
Development Application Details
The site is in the North Grandview Heights neighbourhood in South Surrey, where the Neighbourhood Concept Plan (NCP) was first approved in 1999 and then later amended in 2005. This development application seeks to amend that NCP to meet the newer provisions in the Surrey Official Community Plan (Adopted: 2014), whereby denser development of up to 4 units per acre is permitted for “Suburban” designated sites.
The application proposes:
Official Community Plan (OCP) – Compliant
Neighbourhood Concept Plan (NCP) Amendment – “Single Detached 2 units per acre (upa)” to “Single Detached 2-4 units per acre (upa)”
Rezoning Application – RA (One Acre Residential) to RQ (Quarter Acre Residential)
Development Permit to allow for the construction of 30 units.
